The first phase already started in September- December 2011; the 2nd phase will start in March 2012, and finally the third phase in September 2012.</p> <p>&nbsp;</p> <p>Speaking at the Hima plant in Kasese, Mr. Allen Mate, the Plant Manager said, <em>"The inadequate supply of this raw material used as an alternative energy source has prompted us to partner with the local farmers to boost coffee growing in the district and hence enable us to easily get the husks from nearby, which in turn reduces on operational costs."</em></p> <p>&nbsp;</p> <p>Hima has been using furnace oil to burn raw materials to form the key product clinker; however, due to innovation at the plant, Hima started using coffee and rice husks as alternative fuels which are part of the carbon cycle unlike Heavy fuel oil.</p> <p>&nbsp;</p> <p><em>"Under this coffee plan, over the next 3 years in Kasese, we aim to significantly increase the amount of coffee husks bought directly from farmers, and also create subsidiary employment for the local communities,"</em> Mate added.</p> <p>&nbsp;</p> <p>Hima will sign a memorandum of understanding with the farmers and the District Agricultural Department and leaders to clearly stipulate the roles of each party. Farmers will also be committed to sell their produce to a specific huller, where Hima would later buy the husks.</p> <p>&nbsp;</p> <p><em>"I am particularly glad that Hima is embarking on enhancing coffee growing within the district,"</em> said the district Chairman, Col. Hima organized an Open Day focusing on the Dura Quarry. This day provides an opportunity for the stakeholders to give feedback, seek clarification and clear doubts on various issues related to the Hima business.</p> <p>&nbsp;</p> <p><strong>Employee Visit</strong></p> <p>&nbsp;</p> <p>As core stakeholders of the organization, the employees of Hima were reserved for a whole day to visit the Dura Quarry. 28 employees, some of whom have been at the plant for about 2 decades and had never been to Dura, got the opportunity to tour the site.</p> <p>&nbsp;</p> <p><strong>Stakeholders and Community Visit</strong></p> <p>&nbsp;</p> <p>Hima had over 100 community members and key stakeholders from <em>Kamwenge district </em>gracing the occasion. The program to introduce alternative fuels has the dual benefit of not only reducing CO2 emissions, but also production costs. On average, Hima currently replaces 35% of its fossil fuels with alternative solutions.</p> <h2><br /></h2> <h2><span style="color: #008000;">Resume</span></h2> <p>The Hima plant uses pozzolans in its cement production. Pozzolans, natural rocks of volcanic origin, make it possible to reduce the quantity of clinker in the cement composition, thereby reducing CO2 emissions generated by the combustion of limestone during clinker production. Today, for a given quantity of cement, the proportion of pozzolans in cement is 35% and that of clinker 60%.</p> <p>&nbsp;</p> <p>Regarding alternative fuels, a number of programs should contribute to reaching the target for 2006 which is 50% substitution of fossil fuels by alternative fuels. The main project is a $1.2 million investment in a new 2,000 tons capacity alternative fuels storage warehouse, a conveyor belt feeding system and a weigh feeder for coffee husks, scheduled to be completed and commissioned in April 2006. Other projects are underway, such as the diversification of alternative fuel sources - rice husks, sawdust, etc. - and improving price stability through the development of bulk long-term supply contracts.</p> <p>&nbsp;</p> <h2><br /></h2> <h2><span style="color: #008000;">Results</span></h2> <p>Alternative fuel substitution for 2004 and 2005 were 5,229 t (23%) and 12,350t (29%) of biomass with CO2 reductions of 7,000 t CO2 and 17,000 t CO2 respectively. After harvest and drying, the beans are separated from the husks. The substantial volume of husks is landfilled or used as fertilizer by local farmers. Meanwhile, the Hima cement plant needs to bring its fuel supply by road tanker from Mombasa, Kenya, a distance of more than 1,500 km.</p> <h2><br /></h2> <h2><span style="color: #008000;">Solution</span></h2> <p>Lafarge's Hima cement in Uganda decided to use surplus coffee husks as a substitute fuel. Contractors continually deliver clean, dry husks to the cement plant, where they are fed directly into the combustion flame using a feeder system designed and installed by Lafarge.</p> <h2><br /></h2> <h2><span style="color: #008000;">Results</span></h2> <p>Fossil fuel consumption has been cut by 30% and the total energy bill has been reduced considerably. While on his campaign trail in the western part of Uganda, the president, who also presided over the ground breaking of the plant in October 2007, lauded Hima Cement for the completion of the plant in good time, as promised.</p> <p style="text-align: justify;">&nbsp;</p> <p style="text-align: justify;">Speaking during the event, Chairman Hima Cement, Hussein Mansi said that in spite of the investment, the industry still faced challenges mainly from high cost of production occasioned by high energy tariffs and transportation. He also promised to engage the Minister of Transport in the completion of the Kamwenge-Dura-Rwimi road, which is critical for the operations of Hima Cement and road safety.</p> <p style="text-align: justify;">&nbsp;</p> <p style="text-align: justify;">The new Hima Cement factory which started operations in July last year, created Over 500 jobs for locals during construction and about 100 permanent jobs with its commissioning. Also at risk are existing investments of Ugx900 Billion and new investments of over Ugx400 Billion which are intended to increase the country&rsquo;s capacity to be self sufficient in cement production.</p> <p>EACPA Chairman David Njoroge said the CET on imported cement was reduced in 2008 from 40 percent to 25 percent by EA member states due to challenges caused by mechanical breakdowns in two cement factories in Kenya. &ldquo;Because of this measure, the local cement industries in EAC are facing stiff challenge from subsidized and dumped imports mainly from Pakistan, Turkey and China&rdquo;.</p> <p>&nbsp;</p> <p>He said that over 2,200 people and another 17,000 who are directly and indirectly employed by the subsector in Uganda stand to lose their livelihood while social investment of over Ugx3Billion per annum is also at risk.</p> <p>EACPA says that the global financial crisis which was at its peak last year has played a big part in reducing cement demand in Asia and the Far East and cement producers in this region are consequently looking for new markets to offload their excess capacity. &ldquo;As we are trying to increase our capacity in Uganda and the region, it instructive to note that for example a 1% collapse of demand in China is equal to 16 Million Tons (MT) of Cement which compares to a total EAC market of 6 MT. China can therefore easily take over the entire market&rdquo; said Njoroge.</p> <p>&nbsp;</p> <p>China has installed capacity of 1600 MT, India 218 MT, Saudi Arabia 45 MT, Egypt 40 MT while East Africa combined has only 9 MT. The EAC region with its small size factories (average 0.7 MT per annum) has the lowest economies of scale of all the key producers of cement.</p> <p>&nbsp;</p> <p>Apart from the collapse of demand in key Exporting markets which has exacerbated dumping in local markets, the high cost of production for the local industries means that local cement are severely disadvantaged compared to low cost producers in Asia and Middle East.</p> <p>&nbsp;</p> <p>&ldquo;In East Africa, energy costs account for up to 50 percent of production costs while in countries like Egypt, India and China, where production costs are inherently lower, the costs of key inputs in the industries like power and fuel are also subsidized by government&rdquo; said Njoroge.</p> <p>&nbsp;</p> <p>For example thermal energy costs in Egypt are 7.2 USD/TON compare to 37.5 USD/TON for Uganda and Kenya. Electricity costs in Egypt and China are 3 US cents per Kilowatt/hour compared to 10 US cents for Uganda, 19 US cents for Kenya and 7 US cents for Tanzania. Therefore, cement producers in the EAC region are severely handicapped by these high energy costs in addition to having to import most spare parts from abroad with consequent foreign currency implications.</p> <p>&nbsp;</p> <p>The EACPA is therefore seeking the intervention of Governments in the region to restore CET of 35 percent on imported Cement or a surcharge of USD 50 per ton whichever is higher to help protect the local industry from collapse. The EACPA is also advocating for the government to take additional anti dumping measures in consultation with the subsector.</p> <p>&nbsp;</p> <p>The threat to the industry comes at a time when the cement subsector in the region is working aggressively to increase production capacity. In Uganda Hima Cement is about to complete a new plant in Kasese that will increase its production capacity from 350,000 MT to 830,000 MT while Tororo Cement recently announced that it will invest $50 million to double its capacity from 1 million MT to 2.2 million MT. Hima Cement held a three day defensive driving seminar to refresh its employee&rsquo;s and transporters adherence to road safety for themselves and other road users.</p> <p>&nbsp;</p> <p>Defensive driving is a form of training for motor vehicle drivers that goes beyond mastery of the rules of the road and the basic mechanics of driving. The aim of the defensive driving training is to promote road safety for Hima staff and transporters in order to transform the road safety culture in Uganda. The training was equips drivers to anticipating road hazards and respond accordingly considering that over 90% of road accidents are caused by human error.</p> <p>&nbsp;</p> <p>&ldquo;We can't control the actions of other drivers but developing defensive driving skills aids drivers to avoid the dangers caused by other drivers&rdquo; said Lazarus Musyoka, the Defensive Driving instructor, Defensive Driving systems Ltd. &ldquo;If you have been on the road you have experienced aggressive and undisciplined drivers. These are known to cause a third of all traffic accidents.&rdquo;</p> <p>Mr. Musyoka added that, &ldquo;inattentive driving is becoming more of a problem in this age of technology as people multitask while driving, use mobile phones, eat and even watching DVDs and this increases the driver&rsquo;s reaction time.&rdquo;</p> <p>&ldquo;Removal of destructions in your vehicle and increasing braking distance will go a long way in reducing road accidents as well as allowing for the mistakes of others and being courteous on the road&rdquo;, added Musyoka.</p> <p>Drivers should follow the 3 second rule. Since the greatest chance of a collision is with the vehicle in front of you, the 3 second rule helps a driver establish and maintain adequate braking distance, at least 3 seconds behind.</p> <p>&ldquo;Use the 3 second rule to be sure you&rsquo;re leaving enough room between you and the car ahead. This can be done by identifying a fixed object on the road like the speed limit sign. When the vehicle you are following passes the object, count 3 seconds, and if you reach the object before you&rsquo;re done counting, then you are following too close.&rdquo; said Musyoka.</p> <p>&nbsp;</p> <p>Dennis Kashero, the Commercial Manager Hima Cement, challenged employees to not only comply to safety rules on the road but to make a personal commitment to them and go the extra mile to ensure their safety and the safety of others on the road.</p> <p>&nbsp;</p> <p>He said, &ldquo;When driving defensively, the driver is aware and ready for whatever happens.
